Saudi Arabia is an early-stage growth market with high upside potential and lower market saturation.
Why Saudi?
The same kind of window investors once had with early Dubai is opening in Saudi now.
Only on January 22, 2026 did the foreign real estate ownership system officially come into effect.
1
Saudi Arabia is carrying out a massive economic transformation program: Saudi Vision 2030. The goal is to reduce dependence on oil and develop tourism, technology, finance, infrastructure, and real estate.
2
The Saudi state is investing hundreds of billions of dollars into giga-projects and infrastructure through the Public Investment Fund.
3
HQ Relocation for Government Contracts.
The Saudi government requires international companies to move their regional HQs to Saudi Arabia to access government contracts and public tenders.
4
The market is already opening, but it has not yet become a mass-market product like Dubai. The first quality residential projects are just coming out, and you can get in first.
5
Most local brokers are focused on the local and GCC market. Saudi doesn„t yet have the massive global sales network seen in overheated Dubai, Bali, Thailand, or Latin American markets.

Market information, demand trends, rental expectations, and growth scenarios are provided for informational purposes only. They are not guarantees of future performance. Real estate investment involves risk, and actual results may differ.
The risk that Saudi Arabia will later push foreign investors out currently looks low.
Non-Saudi transactions go through the Saudi Properties portal / REGA framework. This is an official regulated channel. Off-plan projects must be checked separately through Wafi, since Wafi is the official licensing system for off-plan sales in Saudi Arabia.
The Saudi market is becoming institutional, with brands, funds, and financial infrastructure entering the country.
Safety
The Vision 2030 government program is aimed at diversifying the economy and reducing dependence on oil. Saudi needs foreign money, companies, specialists, tourism, and international reputation. Screwing over foreign investors would hit the entire capital-attraction strategy.
Since 2026, the updated real estate ownership law for non-Saudis has been in effect. This is an official policy aimed at attracting foreign capital, not a temporary loophole.

Trump Organization
The Trump Organization and Dar Global announced projects in Saudi Arabia. Reuters reported on new Trump-branded developments in Riyadh and Jeddah worth 10  $billion.
Brookfield
PIF became the anchor investor in Brookfield„s new 2 $B Middle East fund. This confirms institutional entry of large capital into the region.
Dar Global / Dar Al Arkan
Dar Global is an international real estate development company. AP reports that Dar Global has around 7.5  $billion in projects across multiple countries, including Saudi Arabia.
BlackRock
BlackRock is entering Saudi Arabia„s financial infrastructure. There is a partnership between BlackRock and PIF on the Riyadh investment management platform. PIF officially reported the development of BlackRock Riyadh Investment Management.

Confirmed major deals and public statements in Saudi real estate investment.
Risks
misunderstanding the purchase process
zones where foreigners can / cannot buy
choosing the wrong property
not understanding the contract
wrong rental management
Main Risks
Saudi Arabia is a young and regulated market. Foreigners are allowed to buy real estate, but only in certain formats and zones.
There are only some properties built to Western standards that will be in demand for corporate housing and wealthy local buyers.

That is why investors should have clarity on the right zones, projects, licensed developers, contract structure, registration, and have local support.
